The Third Section is out in the UK in August 2011 and in the USA in October.
English-speaking Commonwealth countries (Canada, Ireland, South Africa, Australia, New Zealand etc.) will publish around the same time as the UK. The only publisher to have brought foreign rights for The Third Section so far is Pyr in the USA, where it will be published on October 25th. Thirteen Years Later is already out in Poland (published by Amber) and Turkey (by Can), so with any luck they'll be picking up The Third Section soon.
Yes there is. The contract with Transworld was signed in June 2011 and the last two books are provisionally scheduled for UK publication in 2013 and 2014
Hard to say. I'd just hung up a print of the painting of Napoleon at the pont d'Arcole. There's a certain deathly quality to Bonaparte's face that I think set my imagination working.
I've got some ideas - probably more for book 5 than I have for book 4, so I may end up writing them backwards. Certainly there's going to be a revolution in there (or maybe two).
Nothing happening on that front yet. It would be fascinating to know what Russians make of it. 2012 is the 200th anniversary of Napoleon's invasion of Moscow, so there may be some synergy there.
